Approximately 60 bridges have been identified as potentially scour critical in the state of Hawaii based on observed or anticipated conditions at the bridges. These studies allowed the Hawaii Department of Transportation to prepare a Plan of Action (POA) for each bridge, which includes a scour vulnerability assessment and recommended actions, including a bridge closure plan.
Bridges involved in this effort cross waterways ranging from large, sand-bed rivers along the coastline of Oahu to the steep, rocky Hamakua Coast on the Big Island. Several bridges further inland are located on steep, cobble and boulder streams. A number of bridges on the historic Hana Highway on Maui are also included, with construction dating from as early as 1912. Drainage areas range from less than 0.5 km2 for some small coastal bridges to nearly 650 km2 for the Wailuku River (on the Big Island), which is subject to not only riverine scour, but also to scour from a tsunami-generated tidal bore.
Arc Hydro and ArcGIS were used to determine the areas contributing to streamflow at each bridge and flows were developed based on flood frequency gage analysis, regional regression equations, or published FEMA flows. Scour vulnerability of each bridge was determined by a detailed hydraulic analysis using HEC-GeoRAS and the HEC-RAS hydraulic model. Based on the scour vulnerability and foundation material and type, a POA was developed specific to each bridge describing procedures for Hawaii DOT personnel to follow during high flow events to ensure public safety.

Historically these mapping applications only needed to be viewed on a traditional desktop, but increasingly there is demand to view them on mobile phones and tablets, using iOS, Android, and Windows Phone. With varying levels of support across these platforms for each client technology, what is the best way for GIS administrators to build applications that can be viewed cross-platform by the greatest number of people? What happens when HTML5 gains greater acceptance in the coming months?
With growing sets of mobile users, administrators are forced to balance browser compatibility issues with limited resources to build and maintain platform-specific applications coming from multiple software vendors. This presentation will introduce the concept of a Spatial Application Infrastructure (SAI), a more efficient way to build and maintain cross-platform mapping applications. This session will also explore the benefits of using an SAI, and include a live demonstration of building these types of applications using ArcGIS Server and Geocortex software.

The Hawaii State Department of Health's Environmental Health Administration (EHA) has made great strides with GIS and geospatial technologies in recent years. EHA has integrated GIS capabilities into several applications to enhance finding and viewing environmental information across the state. We will showcase three separate systems developed at EHA that utilize GIS and geospatial tools.
EHA implemented an Environmental Health Warehouse in late 2009. This warehouse extracts information from the administration's environmental and health systems, reconciles the points of interest, and presents a holistic view of the data to consumers. A spatial inquiry system is used to find and explore known environmental information within locations and areas.
The Safe Drinking Water Branch designed and implemented a custom map viewer application, providing county and environmental health specialists ways to query water system, facility and sample point information. The solution also provides field users with a way to improve locational data with GPS-collected coordinates using custom mobile software on Trimble handheld devices.
The Clean Water Branch (CWB) created a custom water quality data viewer that gives internal and external users access to water quality data and beach warnings, advisories and postings. The system also includes a mapping utility that helps the CWB quickly and easily define affected locations and areas.
EHA has integrated ArcGIS Server technologies into many of its systems available inside and outside of the organization, often overlaying ArcGIS server layers over GoogleMaps as well as deriving geopolitical data to enhance the search capabilities of its inquiry tools.

Approach: Reuse a single map application template that has common elements but delivers focused information and functionality tailored to each stakeholder. The approach involved keeping the user interface simple-to-use to increase adoption rates - think cellphone interface not a 747 instrumentation panel. This significantly reduces the development time and cost. A reusable map template can be configured & implemented under a month.
Solution: Four (4) separate mapping applications: Parcel, Parks, Refuse Collection Sites, and Public Safety were developed using ESRI ArcGIS Server and the Silverlight platform. They all use a common template, share the same basemaps and deliver focused information in a homogenous user-friendly format.
Conclusion: In an enterprise environment, a map application template can be used successfully to solve all 4 stakeholders within budget while maintaining feature rich functionality and meeting various users' objectives. Development time was significantly reduced from 6 - 8 months to 1 - 2 months which allowed the City to offer services economically and sooner rather than later. Since 2009, the 4 maps in the ‘Fastmaps' series are all publicly available to Internet users along with the original ‘Advanced' map.

It is the culmination of a multi-year, collaborative effort by the City's Department of Planning and Permitting to improve the coverage, accuracy, and dissemination of its storm water-related GIS data. The application is designed around NPDES permit obligations the City is required to meet. The application is a completely custom ArcGIS Server Web ADF implementation. It is programmed in ASP.NET/VB.NET, incorporates custom ArcObjects modules, and integrates multiple City SQL data servers. The presentation will discuss (1) the user-interviews and NPDES requirements driving the design process, (2) the application's capabilities and toolsets, (3) a high-level review of its technical architecture, and (4) lessons learned. Hawaii Datum Transformations
This a new document that lists the best choices for datum transformations commonly needed in Hawaii by ArcGIS users. Includes Old Hawaiian Datum, NAD83(86), NAD83 HARN AND WGS84.
A word of caution - when someone says they are using NAD83, be sure to clarify which NAD83. The original NAD83 used in Hawaii is NAD83(86). The current NAD83 used in Hawaii is NAD83 HARN. The current NAD83 is also called NAD83 PACP00 (those are two zeroes on the end, say "pack-pee-zero-zero" not "pack-pooh").
